the Launch of the Thulamela Youth Advisory Centre.

Councillors, Representatives of Umsobombvu Youth fund,
Love Life Vhembe and Mopane Region, Vhembe District
Municipality Officials, Vhembe Youth Council, Mutale
Youth Advisory Centre, Thulamela Youth Council,
Thulamela Officials and the Youth in general.
Programme Director,
We are gathered here today to fulfil a mission. To
launch a very important organ of this Municipality whose
duties have something to do with the blood stream of
this Municipality – the Youth. We are launching
Thulamela Youth Advisory Centre. As we launch this Youth
Advisory Centre we are answering a very important
question as to what is the mission of the present
generations. The mission of the present generation has
to be defined in the context in which the entire African
continent is being rid of the final remnants of colonial
oppression.

Today’s launch marks the fulfilment of that mission. It
is the beginning of the enjoyment of the fruits of
democracy whose foundation was laid down by the class of
1976.
Proramme Director,
I have no doubt that this initiative will enable young
people of this municipality to access up to date
information on various Umsombobvu Youth fund approved
programmes. Our Municipality being the largest in the
Province with 38 Wards will have its more than 200 000
youths benefiting immensely from the services offered by
this Youth Advisory Centre such as
- Access to information on Education and Training
- Employment self employment, citizenship, Health &
wellbeing.
- Excess to internet services for livelihood information
and computers for typing livelihood related documents
- Career counselling
- Outreach services to the youth with challenges in
visiting the Youth Advisory Centre.
Programme Director,
After the realization that our youth lack accurate and
up to date information this Municipality came with the
proposal to Umsombobvu Youth Fund to establish this
Youth Advisory Centre. In that proposal we indicated
that we have under utilized facility in the form of
Malamulele Guest House. Our idea was to turn this
underutilized facility into the Youth Advisory Centre.
The response from Umsombobvu Youth Fund was the meeting
with our Management and made an assessment of the
facility. This culminated into our partnership with
Umsombobvu Youth Fund when we signed the Service Level
Agreement in which Umsombobvu Youth Fund agreed to
provide funding of R395 000,00 over a period of two
years. As part of the agreement, the Municipality was
requested to provide infrastructure facilities, four
computers, internet connection, and furnishers &
fittings. Two officers to run the centre, namely
Outreach Officer & Carrier Guidance Advisor were
appointed as from the 1st of August 2008. Umsombobvu
Youth Fund will foot their salary bills for two
conservative years renewable on annual basis.

The greatest challenge that we are facing as a
Municipality is that the youth use this centre to its
fullest capacity through walk – ins and outreach
activities.

We lack words to appreciate the great job done by
Umsombobvu Youth Fund in making this dream a reality by
providing its sponsorship. We encourage it to
continuously evaluate our performance and provide
guidance. We will regularly provide performance reports
which will serve as guidelines go gauge our performance.
Programme Director,
As already mentioned, Thulamela is a vast and rural
municipality. To that effect accessibility to up to date
information remains a challenge. With the establishment
of Youth Advisory Centre here which will enable young
people to access accurate and up to date information,
there is no doubt that the demand will immensely
increase. As such establishment of the second Youth
Advisory Centre within this municipality will be an
answer. We thus anticipate the continuation of our
partnership with Umsombobvu Youth Fund beyond the
initial two years.
